Purpose
To explore whether strengthening the public health system or regulating the private sector—or a combination of both—offers the most effective path to achieving equitable, accessible, and quality healthcare for all.
Description
Achieving universal health coverage remains one of the most pressing global development goals. In low- and middle-income countries, including Pakistan, the challenge lies in building a system that ensures equitable access, quality care, and financial protection for all citizens. This panel explores whether the solution lies in expanding and strengthening the public healthcare system or in regularising and integrating the private sector within a unified national framework.
The public sector, often underfunded and overburdened, plays a critical role in delivering care to vulnerable populations. However, it is frequently criticised for inefficiencies, limited reach, and quality concerns. Conversely, the private sector, while more accessible in urban areas and often better equipped, remains largely unregulated, expensive, and fragmented.
This discussion will evaluate the merits, limitations, and potential synergies of both approaches. It will draw on regional examples, recent reforms, and health financing models to consider a path toward sustainable, inclusive health systems. Can the two sectors work in tandem under effective governance? What institutional mechanisms and accountability structures are required? This session aims to provoke critical thinking on how best to structure healthcare delivery to truly realize the promise of “Health for All.”
